TIMELINE

1978

PDC is Founded

PDC Companies, then Phillips Development Corporation, is founded in Little Rock, Arkansas to address widespread demand for real estate development and housing production.

1984

First Affordable Housing Community Built

Murfreesboro Apartment, PDC’s first affordable housing community, is built using funds from the Farmers Home Administration, predecessor to USDA’s Rural Development agency. These Section 515 Rural Rental Housing funds were crucial in the development and stabilization in rural Arkansas. PDC’s Arkansas portfolio consists of 47 properties and nearly 1,400 units.

1986

Chester Phillips Construction Company Founded

Due to lack of specialized construction in the affordable housing industry, Chester Phillips Construction Company (now PDC Construction, Inc.) was founded. Since its founding, every affordable community in PDC’s portfolio has been constructed under the meticulous supervision of PDC Construction.

1987

First Tax Credit Communities Built

Through the use of the newly introduced Low Income Housing Tax Credit (LIHTC), PDC develops and builds their first tax credit communities, located in the delta region of Arkansas. Since it was enacted through the Tax Reform Act of 1986, the LIHTC is the single most successful housing program in the history of the United States, leveraging private investment with federal tax credits.

1993

PDC Builds for Benton Housing Authority

PDC Construction leads the construction of 27 single family homes for the Benton Housing Authority in Benton, Arkansas. This represents the first time PDC Construction builds for an owner other than PDC Companies.

1994

First Commercial Project Complete

PDC Construction’s first commercial project is completed as the Collegiate Center opens for students at Arkansas Valley Technical Institute. PDC Construction has since built for other higher education institutions, including Hendrix, Philander Smith, Ozarka Technical and Black River Technical.

1995

First Affordable Housing Community Opens in Kentucky

Fairground Place, PDC first affordable housing community in Kentucky, opens in Bedford, Kentucky, north of Louisville. PDC’s Kentucky portfolio has since grown to 12 properties and over 400 affordable units.

1999

Chenal Place Shopping Center Built

PDC Construction builds Chenal Place Shopping Center, the first major commercial development in West Little Rock. West Little Rock has since exploded with investment and development.

2000

Sterling Creek Opens.

Sterling Creek, PDC’s first affordable housing community in Missouri, opens in Independence, MO outside of Kansas City. In total, PDC has 3 Missouri properties and 130 units in its portfolio.

2001

The Towne Centre is Built

PDC Companies and PDC Construction develops and builds The Towne Centre, located off Maumelle Boulevard in Maumelle, Arkansas, one of the first commercial developments in North Little Rock’s suburb of Maumelle, one of Arkansas’ fastest growing communities.

2001

Fort Hope Apartments Opens

Fort Hope Apartments opens Cape Girardeau, Missouri. Once a Union stronghold during the Civil War as well as a Hospital owned by the Sisters of St. Vincent, Fort Hope historical significance is commemorated through the preservation of the hospital’s corner stone and historical marker. PDC has two Cape Girardeau communities, with Napa Ridge Duplex Homes being Fort Hope’s sister property.

2008

Women Owned Business Certified

PDC Construction becomes a nationally certified Women Owned Business through National Association of Women Owned Businesses.

PDC Begins Reinvesting

PDC begins reinvesting in its portfolio through rehabilitation with the renovation of Mountain View Apartments and Augusta Square. PDC is committed to the preservation of our nation’s existing housing stock.

2010

Our House Homeless Shelter Built

PDC Construction completes extensive building renovations for Our House Homeless Shelter, one of Central Arkansas’ most generous not-for-profits. PDC cherishes its non-profit partners, which includes Our House, Goodwill Industries of Arkansas, Wolfe Street Foundation, Easter Seals of Arkansas, City of Faith and the Twentieth Century Lodge.

2014

Roundtop Gas Station Built

PDC Construction finishes work on one of Central Arkansas most recognizable historical monuments, Roundtop Gas Station. The Sherwood landmark and former Hollywood film site underwent to an intricate conversion from dilapidated filling stop to police substation.

2015

First LEED Opens

Harold Court, owned by Easter Seals of Arkansas, opens its doors as PDC Construction’s first LEED for Homes certified project. The Certified LEED Gold apartment homes provides specialized housing for children and adults with developmental disabilities.

Villa Construction Begins

PDC Construction begins work on The Villas, Phase II in Maumelle, Arkansas. Slated for completion in 2016, the 108-unit second phase will provide unparalleled luxury and world-class amenities, while its residents soak in the gorgeous backdrop provided by Arkansas River and Pinnacle Mountain.
