Chester Phillips, Chairman of the Board, founded the company in 1978. Under his direction the company has grown into a multi-faceted organization. Mr. Phillips is a majority stock holder and remains partially active.







Elizabeth Small, President, has been employed by Phillips Development Corporation since 1984. She has experience in the areas of managing overall corporate operations; origination and development of housing complexes; closing interim construction loans; permanent financing loans; tax credit syndication of partnerships; administration of subdivision construction, sales and closings; construction accounting, estimation and equipment purchasing; coordination of construction with owners, housing agencies, local governments and private officials; property management.



Linda Cook, Executive Vice President of Management, manages overall operations of the property management division of PDC consisting of 63 apartment communities in Arkansas, Kentucky and Missouri. Linda has been with PDC Companies since 1986.





Leigh Edwards, Senior Vice President of Finance/Administration, joined PDC Companies in 1988 and has experience in job cost accounting, which includes AIA and HUD billing; Certified Payroll Reports, Davis-Bacon Wage Rates; Payment and Performance Bonds; Worker's Compensation Insurance, General Liability Insurance, OCP and Builder's Risk Insurance; and job cost auditing.




Rick Pierce, Vice President of Acquisitions/Origination, joined PDC Companies in 1998 and has 13 years of affordable multifamily housing development experience and origination and development services including site location, project financial analysis, oversight of tax credit, tax-exempt bond, HOME, Federal Home Loan Bank and CDBG submittals.




Steve Hockersmith, Vice President of Realty, has worked in commercial real estate and developmnent since 1972. He's directly involved in site acquisitions, development, brokerage, leasing and management of commercial properties. He joined the company in September 2001.




Karen Ross, Vice President of Construction, began her construction career in 1993 as project manager/estimator for construction jobs including assisted living centers, multi-family apartment complexes, banks, medical clinics, car dealerships, churches, parking decks, office buildings, single family housing and tenant finish-outs. Karen joined PDC Companies in 2001.






Betty Waters, Vice President, has been with PDC Companies since 1987. She has extensive experience in apartment property managment and is now training other organizations in tax credit compliance. Betty has trained many site managers and has overseen the day to day operations for hundreds of apartment units in Arkansas.




Betty Lawrence, Vice President of Finance, has been with PDC Companies since 1990 and is responsible for accounting operations in the development and managment departments of the company. Betty has been working in accounting since 1966.
